Hey – I know this one! The bound blonde murdered someone and framed an innocent women who was about to be executed that very night. Superman was in a hurry to reach the gouvernor to prevent this from happening (obviously pre-Bush-era, maybe the sixties) and bring the blonde to justice.
I’ve seen this one too, and I think Andrew is correct. If I remember correctly, the last panel of the comic shows Superman flying off with this blonde in his arms,to bring her to the penitentiary, and Superman is saying to her that she is going to get the electric chair.
