I doubt if it is an old B feature, they did not have topless women in B features. More likely a more modern film in the B feature style.
It might be from a movie involving American football. She seems to be signaling a touchdown.

You’re thinking of American movies, and there is no evidence that this shot is from the U.S. Topless women in European films were nothing unusual thirty and forty years ago. (And no, I am *not* referring to porn films.) You should see some Italian horror films directed in the 60’s and 70’s by Jess Franco (several of them starring Mickey Hargitay, father of “Law and Order: SVU” star Mariska Hargitay). This photo actually has the look of those, though I can’t place it.
Kinda reminds me of The Sign of the Cross, a Cecil B. DeMille tour de force from 1932. There was a similar scene of a naked girl tied to a post with chains and this horny gorilla… pretty exciting stuff. But this one looks more 50s…
