Anyone with minor welding experience can make it. Of you can go to a welding shop or a similar place and ask someone to make it for you. Just say that it is to mount a special speaker / electronic equipment or whatever vanilla thing you can imagine. Get a cheap chinese hand drill for 10eur from any place around europe to make 5 holes at the edges. Go to your local bondage supplier and get the collar and the cuffs. Have a nice play. You can also make it with bolts instead of welding for easier storage.
