Actually, this appeared in Penthouse Comics.

It’s from “Bethlehem Steele”, a 3 part series that like piratestan said, appeared exclusively in Penthouse Comix. The 2nd part had a ponygirl setting as part of the plot. A good selection of this can be found in the SirJeff website.
