Well, I don’t know. She can open her mouth, obviously, but I’m not convinced she can say an intelligible word. If not, the gag is fulfilling its purpose.
Well, nobody can expect a gag to enforce perfect silence, but if it doesn’t even muffle open-throated screaming, can it be said to be doing its job? I have my doubts. ;-)
