That’s a female personification of Austria. You can tell by the red and white stripes. It’s sort of a metaphor for political domination after “Anschluss”—I’m not sure if the artist really had any idea, at that point, how bad those guys were.
This is why Julie Andrews vacated Austria so quickly at the end of THE SOUND OF MUSIC.
